SEBAC Nepal hereby invites applications, for the below mentioned positions, from interested Nepalese candidates who are reliable, accountable, have an ability to deliver results for Safaa Paani and Safe WASH II projects which is being funded by USAID in 2 district for Safaa Paani and 4 districts for Safe WASH II. The project is designed with the goal of contributing for well-being of the rural communities of Nepal through improved water, sanitation and hygiene practices.

 

01. Job title     : Chief of Party (COP)

Contract type : Fixed Term Project (17 Months)

Duty Station : Kathmandu

Project                   : Safaa Paani & Safe-WASH II

No of Position : 1

Key responsibilities:

The COP will share time on two USAID supported activities – Safaa Paani (80 percent) and Safe-WASH II (20 percent), with salary apportioned accordingly. S/he provides overall technical and administrative leadership for both activities and serve as the primary liaison with USAID/Nepal. S/he will be responsible for the overall program and human resource management and program operation and report directly to the designated Agreement Officer's representative (AOR). The COP must take a leadership role in coordination role among USAID, key stakeholders, national and sub-national GoN officials and other implementing partners. The COP must have demonstrated ability to work in complex, politically changed environments, to work across different cultures, and to manage diverse teams to deliver impact within agreed timelines. The COP will be based in Kathmandu with 50 percent of his or her time allocated for field visits to support the field team and to monitor district activities especially focused on construction activities.

Education:

At least Bachelor's degree in Engineering required and Master's degree in any relevant technical field required.

Skills and Experience:

At least ten years' experience in WASH infrastructure management is required to have at least five years' experience in human resource management, relevant strategic planning and program design as well as sufficient gravitas and diplomatic skills to interact with numerous GoN institutions and senior level national, provincial and local government officials.

 

Language:

The candidate must be professionally proficient and fluent in written and spoken English and Nepali.

02. Job title     : Construction Quality Control Manager (CQCM) (Civil Engineer)

Contract type : Fixed Term Project (17 Months)

Duty Station : Chautara, Sindhupalchowk

Project                  : Safaa Paani

No of Position : 1

Key responsibilities:

The CQCM will provide oversight support on field construction/renovation activities monitor the design schemes for the construction activities and report to respective DPM. The CQCM will responsible to guide and supervise technical team under Safaa Paani and check design for drinking water supply and public latrines. She or he will visit field and inspect and ensure quality of construction work. More importantly, she or he must visit each components of the scheme and validate the construction as per the design before the public audit. She or he will be responsible for adherence to vendor standards for construction, and renovation for the application or installation of procured goods; and the documentation support for providing training to masons on safe construction for WASH infrastructure, in close coordination with the housing reconstruction team.

S/he will be further involved in ensuring environmental compliance of this project according to IEE policy of USAID.

Required qualification and experiences:

The CQCM will have at least 5 years of work experiences in construction, renovation of drinking water supply schemes and good proven track records of materials and construction methods and tools for water supply schemes with at least a bachelor degree in engineering or in quality assurance. Construction Quality Manager will be based in Sindhupalchowk district.

Language:

The candidate must be professionally proficient and fluent in written and spoken English and Nepali.

03. Job title     : Sub Engineer (Overseer)

Contract type : Fixed Term Project (17 Months)

Duty Station : Chautara, Sindhupalchowk

Project                  : Safaa Paani

No of Position : 1

 

Key responsibilities:

The Sub Engineer will responsible to carry-out field level activities related in drinking water and public toilets under Safaa Paani project in various Gau/Nagar Palikas of Sindhupalchowk.

 

S/he will responsible for feasibility study, technical survey, design estimates, preparation of bill of quantities for the gravity flow drinking water supply schemes and report to respective CQCM. S/he will monitor and support Assistant Sub Engineers for the construction of sustainable drinking water supply schemes in the targeted program areas. Further s/he will responsible for design estimate and monitor and construction supervision of public latrines and water supply schemes. S/he will regularly monitor and supervise construction work and contractors to maintain quality and ensure timely completion of the activities, facilitate the pre-construction and post construction trainings to users committees and beneficiaries' communities, including frequently visit the construction site and ensure the work as per the standard requirements.

Required qualification and experiences:

Minimum Intermediate in Civil Engineering with at least three years of WASH related experiences in similar position.

04. Job title     : Assistant Sub Engineer (Sub-Overseer)

Contract type : Fixed Term Project (17 Months)

Duty Station : Chautara, Sindhupalchowk

Project                   : Safaa Paani

No of Position : 2

Key responsibilities:

The Assistant Sub Engineer will provide technical support to respective water and sanitation user committees to carry-out all targeted activities in Safaa Paani project districts and Gau/Nagar Palikas of Sindhupalchowk.

 

S/he will responsible to provide any technical support and input to complete drinking water supply schemes and report to respective Sub Engineer. S/he will involve in identifying appropriate locations for construction of drinking water supply and public toilets. Further s/he will involve in providing training to water and sanitation user committees during pre/during and post-construction trainings, frequently visit the construction site and ensure the qualitative work as per the standard, design, estimate and requirements

Required qualification and experiences:

Minimum of TSLC from CTEVT or equivalent and should have at least three years of experiences in drinking water supply schemes.
